Points of concern.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Context\"><\/span><strong>Context<\/strong>: <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The rural economy is looking up, but substance abuse, addiction to social media and waste disposal have become areas of concern.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"NITI_Aayogs_Multidimensional_Poverty_Index_MPI\"><\/span><strong>NITI Aayog\u2019s Multidimensional Poverty Index (MPI)<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li>It captures the progress of the country in three equally weighted dimensions&nbsp;<ul><li>health,&nbsp;&nbsp;<\/li><li>education and&nbsp;&nbsp;<\/li><li>standard of living.&nbsp;&nbsp;<\/li><\/ul><\/li><li>The <strong>Progress Review 2023<\/strong> reveals a steep decline in the proportion of population in multidimensional poverty, from 24.85 percent to 14.96 percent between 2015-16 and 2019-21.&nbsp;&nbsp;<\/li><li>This means that about 135.5 million persons have exited poverty between 2015-16 and 2019-21.&nbsp;<\/li><li>The Intensity of Poverty (extreme poverty in common parlance) has also reduced from 47.14 percent to 44.39 percent.&nbsp;<\/li><li><strong>Scenes from aspirational villages of Bundelkhand region of Uttar Pradesh&nbsp;<\/strong>&nbsp;<\/li><li>In rural areas, the number of \u2018pucca\u2019 or semi-pucca houses has increased manifold.&nbsp;&nbsp;<\/li><li>Almost everyone has a cellphone, mostly smart ones.&nbsp;&nbsp;<\/li><li>Motorbike, and not the bicycle, is the most common means of transport.&nbsp;&nbsp;<\/li><li>Village shops are well stocked with consumer goods of various brands.&nbsp;&nbsp;<\/li><li>Girls are going to schools, and no marriage happens without DJ systems and videography.&nbsp;&nbsp;<\/li><li>These changes are welcome and corroborate the facts pointed out in the Review, that the incidence of poverty fell from 32.59 percent to 19.28 percent in rural areas between 2015-16 and 2019-21.&nbsp;&nbsp;<\/li><li>However, there are certain concerns which need deliberations.&nbsp;<\/li><\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img decoding=\"async\" data-src=\"https:\/\/edukemy.com\/blog\/wp-content\/uploads\/2023\/10\/image-186.png\" alt=\"\" class=\"wp-image-13749 lazyload\" width=\"352\" height=\"442\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" style=\"--smush-placeholder-width: 352px; --smush-placeholder-aspect-ratio: 352\/442;\" \/><\/figure><\/div>\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Points_of_concern\"><\/span><strong>Points of concern<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Acute shortage of labour.&nbsp;<\/strong>&nbsp;<\/li><li><strong>Large scale migration from rural areas to urban or semi-urban areas is creating ghost villages.<\/strong>&nbsp;<ul><li>Farming, especially vegetable cultivation, takes a hit because of labour shortage.&nbsp;&nbsp;<\/li><li>Farmers seem to be losing interest in agriculture and more and more land is coming under \u2018lease\u2019 arrangement, which often results in lesser investment and hence, lesser productivity.&nbsp;&nbsp;<\/li><\/ul><\/li><li><strong>Addiction to tobacco\/gutka\/liquor is on rise.&nbsp;<\/strong>&nbsp;<ul><li>Unfortunately, there are hardly any villages where liquor is not available, legally or illegally.&nbsp;&nbsp;<\/li><li>This is having an adverse impact on people\u2019s ability to work.&nbsp;<\/li><\/ul><\/li><li><strong>Addiction to the \u2018phone\u2019.&nbsp;<\/strong>&nbsp;<ul><li>People of all ages are spending a huge part of their day on various social media apps.&nbsp;&nbsp;<\/li><li>It is taking a serious toll on physical and mental health of the rural populace, damaging the social fabric in villages and resulting in crimes against women and Scheduled Castes.&nbsp;&nbsp;<\/li><li>This is also leading to various misinformation campaigns and spreading of \u2018afwaah\u2019 at times.&nbsp;<\/li><\/ul><\/li><li><strong>Cleanliness and hygiene.&nbsp;<\/strong>&nbsp;<ul><li>The Swacch Bharat Mission has resulted in the building of toilets in homes, but filth and squalor in common areas of villages continue to be an issue.&nbsp;&nbsp;<\/li><li>Disposal of waste is still at a nascent stage in villages.&nbsp;<\/li><\/ul><\/li><\/ul>\n\n\n\n<p>More employment opportunities near villages, curbing the availability of tobacco products and liquor, awareness campaigns on the ill-effects of spending too much time on the Internet, and launching of Swachh Abhiyan 2.0 with focus on waste management at the village level could be the way forward.
