These disturbances commenced on July 31, 2023, with communal clashes in Haryana&#8217;s Nuh district, involving Muslims and Hindus, coinciding with the annual Brajmandal Yatra pilgrimage organized by the Vishva Hindu Parishad (VHP), a Hindu nationalist group. On the same day, further incidents of communal violence were recorded in Gurugram and Sohna. Here, it was <strong>allowed<\/strong>.&nbsp;&nbsp;<\/li><li>For any procession, the <strong>timing, route, number of participants, slogans to be raised, or weapons to be carried, are meticulously documented<\/strong>.&nbsp;<\/li><\/ul><\/li><\/ul>\n\n\n\n<p class=\"has-text-align-center\"><img decoding=\"async\" src=\"blob:https:\/\/edukemy.com\/465fea17-edcb-4c51-82ed-a51c4f9d9975\"><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>On occasions such as this, <strong>leaders of communities reach a certain understanding in the presence of police officers and magistrates <\/strong>and assure the local authorities to abide by it in writing.&nbsp;&nbsp;<\/li><li>It is unclear if any such steps were taken in Nuh, where the police appeared to have been taken by surprise by the widespread use of firearms late into the night on the first day of violence.&nbsp;<\/li><li>Also, <strong>provocative videos<\/strong> were in circulation for many days, without any response from the local authorities.&nbsp;<\/li><li><strong>Botched response<\/strong>:&nbsp;&nbsp;<ul><li>Certain visuals appeared in which policemen were seen hurling stones. This is not unusual in the situation they were in.&nbsp;&nbsp;<\/li><li>A large hostile mob was roughly 100 yards away from them and was pelting stones and other projectiles; with the police were two useless weapons, a cane and a gun.&nbsp;&nbsp;<\/li><li>The hail of stones didn\u2019t allow them to move closer, making their canes ineffective, and guns couldn\u2019t be used against supposedly unarmed citizens.&nbsp;&nbsp;<\/li><li>So, they responded by throwing back the stones, to keep the hooligans away.&nbsp;&nbsp;<\/li><li>But there were other civilians seen in these visuals, standing next to the police and also throwing stones.
