<strong>down<\/strong> but these estimates are not substitutes for National Sample Survey consumption-based poverty ratios.\u00a0<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span incidence of multidimensional poverty was almost halved between 2005\/06 and 2015\/16, climbing down to 27.5 percent.\u00a0\u00a0<\/li><li>Thus, within ten years, the number of poor people in India <strong>capabilities approach<\/strong> to the concept and measurement of poverty, some of these \u2018capabilities\u2019 may not be tightly linked to the privately purchased consumption basket in terms of which the poverty lines are currently drawn.\u00a0\u00a0<\/li><li>As per the <strong>Expert Group to Review the Methodology for Measuring Poverty <\/strong>(2014), these measures raise several issues regarding their\u00a0\u00a0<ul><li>measurability,\u00a0\u00a0<\/li><li>aggregation across indicators, and\u00a0<\/li><li>databases that provide the requisite information at reasonably short intervals.\u00a0<\/li><li><strong>Aggregation<\/strong>\u00a0<\/li><\/ul><ul><li><strong>In principle, indicators should be independent.\u00a0<\/strong>\u00a0<\/li><\/ul><\/li><li>For example: Access to safe drinking water, cannot be aggregated with indicators such as child mortality.\u00a0\u00a0<\/li><li>Even in respect of independent indicators, analytically appropriate rules of aggregation require that<strong> all of them relate to the same household<\/strong>.
