set up to <strong>examine the proposal of simultaneous elections. <\/strong>The government\u2019s \u2018simultaneous elections\u2019 agenda goes much further than the other ideas of \u2018oneness\u2019 it propounds; it will spell a <strong>deepening of centralisation.<\/strong>\u00a0<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Decoding_the_editorial_Simultaneous_elections\"><\/span><strong>Decoding the editorial: Simultaneous elections&nbsp;<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li>While several committees since 1999 have examined the proposal, the push to introduce and make <strong>permanent simultaneous polls once every five years<\/strong> has come over the past decade.\u00a0\u00a0<\/li><li>This, however, is perhaps the first time that a high-level committee is headed by a former President of India, a most unusual appointment that is meant to <strong>impose a stamp of legitimacy<\/strong> on the recommendation.\u00a0<\/li><\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img decoding=\"async\" the current government.\u00a0<\/li><li>It will save expenditure and <strong>help avoid the disruption of administration<\/strong> during elections.\u00a0\u00a0<\/li><li>Evidence from one study conducted of voting percentages between 1971 and 2004 showed that voter turnout in the States is lower when Assembly elections are held separately from those to the Lok Sabha.\u00a0\u00a0<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_truth\"><\/span><strong>The truth<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>The burden of government expenditure on elections is not so large<\/strong>. Governance does indeed become affected when\u00a0\u00a0<ul><li>The party holding office in New Delhi is forever in an election mode.\u00a0\u00a0<\/li><li>The ruling party or coalition at the Centre refuses to take national decisions fearing what impact it will have in one State or the other.\u00a0\u00a0<\/li><li>The ruling party sees e<strong>very election from a municipal election<\/strong> upwards as a must-win poll.\u00a0\u00a0<\/li><\/ul><\/li><li><strong>Disrupting the basic structure<\/strong>\u00a0<ul><li>A higher voter participation should be increased through other means rather than with a set of measures that will <strong>turn parts of the Constitution upside down<\/strong>.\u00a0<\/li><li>A number of scholars and commentators have also pointed out that one way or the other, <strong>major constitutional changes<\/strong> will need to be made to the constitutional terms of the legislature and rules for unseating a government.\u00a0\u00a0<\/li><li>After the first round of curtailing\/extending the tenure of elected State governments, making simultaneous <strong>polls a permanent feature will require either fixed-term governments, or the end of no-confidence motions<\/strong>, or <strong>\u201csuper-majorities\u201d<\/strong> to unseat governments, or greater powers in the hands of the President\/Governors, or a combination of such drastic changes.\u00a0\u00a0<\/li><li>The <strong>alterations will in effect change the Basic Structure <\/strong>of the Constitution.\u00a0<\/li><\/ul><\/li><li><strong>A project to wipe out diversity<\/strong>\u00a0<ul><li>The entire <strong>\u201cOne Nation, One X\u201d<\/strong> agenda is part of a political project with the message that only one government, one political party and one leader can deliver and will transform India.\u00a0\u00a0<\/li><li>The \u201cOne Nation, One Election\u201d agenda goes much further than \u201cOne Nation, One Tax\u201d,<strong> \u201cOne Nation, One Ration Card\u201d<\/strong> and the like in imposing this \u201coneness\u201d.\u00a0\u00a0<\/li><li>If implemented, it will permanently increase the administrative and political centralization of power in the hands of the Union Government and correspondingly weaken the States.\u00a0<\/li><li>All of this will reduce the <strong>importance of State governments,<\/strong> with the idea of federalism being given a body blow.\u00a0\u00a0<\/li><li>There will be a corresponding concentration of power in New Delhi.\u00a0<\/li><li>There is the larger <strong>well-known ideological agenda<\/strong> of denying India its strength in heterogeneity.\u00a0<\/li><\/ul><\/li><\/ul>\n\n\n\n<p>As Y.V. Reddy, the <strong>chairman of the Fourteenth Finance Commission, pointed out, elections are meant to hold governments accountable <\/strong>for their record of governance, and yet when they turn out to be frequent they are being faulted for disrupting governance.
