Two key goals set by the World Resources Institute include:\u00a0<\/li><li><strong>Ending deforestation by 2030<\/strong>: The global deforestation rate needs to decrease by at least 10% annually to meet the 2030 target. The deforestation rates reduced by 3.1% compared to the 2018-2020 baseline. But it is still exceeded the level by over one million hectares which shows a clear deviation from the 2030 goal.\u00a0<\/li><li><strong>Restoring 350 million hectares of lost and degraded forests by 2030<\/strong>: The overall change in tree cover over the past two decades has been a net loss of 100 million hectares. Foundation:<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Ministry of Science &amp; Technology<\/strong> has recently released the NRF Bill, 2023 proposing establishment of a body \u201cNational Research Foundation (NRF)\u201d.\u00a0<\/li><li>NRF will be an apex body established to <strong>promote and strengthen research and development (R&amp;D)<\/strong> in India.\u00a0<\/li><li>It aims to <strong>foster a culture of research and innovation<\/strong> in universities, colleges, research institutions, and R&amp;D laboratories.\u00a0<\/li><li>The foundation will provide <strong>high-level strategic direction for scientific research<\/strong> in the country, in line with <strong>the recommendations of the National Education Policy (NEP).<\/strong>\u00a0<\/li><li><strong>Composition:<\/strong>\u00a0<ul><li>As per the bill, the <strong>Department of Science and Technology<\/strong> (DST) will serve as the <strong>administrative department of NRF.<\/strong>\u00a0<\/li><li>The NRF will be governed by a <strong>Governing Board<\/strong> consisting of <strong>eminent researchers and professionals<\/strong> from various disciplines.\u00a0<\/li><li>The Governing board will have the <strong>Prime Minister as the ex-officio President<\/strong> while the Union Ministers of Science &amp; Technology and Education as the ex-officio Vice-Presidents.\u00a0<\/li><li>The <strong>NRF&#8217;s Executive Council<\/strong> will be <strong>chaired by the Principal Scientific Adviser<\/strong> to the Government of India to govern its functioning.\u00a0<\/li><li>The NRF will be <strong>responsible for forging collaborations<\/strong> among <strong>industry, academia, government departments, and research institutions.<\/strong>\u00a0<\/li><li>It <strong>will create an interface mechanism<\/strong> to encourage participation and contribution from industries and State governments.\u00a0<\/li><li>The NRF Bill, 2023 will <strong>also repeal the Science and Engineering Research Board (SERB)<\/strong> and subsume it into NRF, expanding its scope and activities.\u00a0<\/li><li>At present, <strong>the estimated cost of establishing NRF<\/strong> over a period of five years (2023-2028) has been sanctioned at Rs. <strong>50,000
