Vivekananda International Foundation (VIF) report is the \u2018Roadmap 2030\u2019<\/strong>, a set of nearly <strong>60 policy recommendations <\/strong>that are designed to deepen and diversify the India-Africa partnership.\u00a0<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Background_India-Africa_ties\"><\/span><strong>Background<\/strong>: <strong>India-Africa ties<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li>India\u2019s rise as a global player is inevitably linked to the kind of partnership it enjoys with Africa.\u00a0<\/li><li>In the past 15 years and especially since 2014, India-Africa relations have developed steadily but more progress is achievable.\u00a0\u00a0<\/li><li>The <strong>20-member Africa Expert Group (AEG), established by the Vivekananda International Foundation, recently presented the VIF Report<\/strong> entitled \u2018India-Africa Partnership: Achievements, Challenges and Roadmap 2023\u2019.\u00a0\u00a0<\/li><\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img decoding=\"async\" width=\"271\" height=\"378\" data-src=\"https:\/\/edukemy.com\/blog\/wp-content\/uploads\/2023\/11\/image-124.png\" alt=\"\" class=\"wp-image-15669 lazyload\" class=\"wp-block-list\"><li>Africa, a continent, accounting for nearly <strong>17% of the world\u2019s population today<\/strong> and reaching 25% in 2050, needs to be studied closely.&nbsp;<\/li><li>The VIF report examines the <strong>transitions unfolding in Africa: demographic, economic, political and social<\/strong>.&nbsp;&nbsp;<\/li><li>It is slowly <strong>heading toward regional integration and is devoted to democracy, peace and progress, even as Ethiopia, Sudan, the Central African Republic <\/strong>and other countries continue to battle with the challenges posed by insurgency, ethnic violence and terrorism.&nbsp;<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Sharpening_competition\"><\/span><strong>Sharpening competition\u00a0<\/strong>\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>There is a striking competition among at least <strong>half a dozen external partners such as China, Russia, the United States, the European Union, Japan, T\u00fcrkiye and the United Arab Emirates<\/strong>.\u00a0<\/li><li>All of them desire to strengthen their relations with parts of Africa to ensure market access, gain energy and mineral security, and increase political and economic influence.\u00a0\u00a0<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Dependence_on_China\"><\/span><strong>Dependence on China\u00a0<\/strong>\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>It is playing the role of <strong>\u2018the infrastructure developer\u2019, \u2018the resource provider\u2019, <\/strong>and<strong> \u2018the financier.\u2019&nbsp;<\/strong>&nbsp;<\/li><li>It has invested enormously in Africa in terms of money, materials and diplomatic push.&nbsp;<\/li><li>Since 2007, Chinese leaders have visited the continent 123 times, while 251 African leaders have visited China.&nbsp;&nbsp;<\/li><\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img decoding=\"async\" width=\"541\" height=\"369\" class=\"wp-block-list\"><li><strong>Periodic leaders\u2019 summits should be restored <\/strong>through the medium of the <strong>India-Africa Forum Summit<\/strong>; the last summit was in 2015.\u00a0\u00a0<\/li><li>A new annual strategic dialogue between the chairperson of the African Union (AU) and India\u2019s External Affairs Minister should be launched in 2023.\u00a0\u00a0<\/li><li>Consensus should be forged among G-20 members on the <strong>AU\u2019s entry into the G-20 as a full member<\/strong>.\u00a0\u00a0<\/li><li>The Ministry of External Affairs (MEA) should have a secretary exclusively in charge of African affairs to further enhance the implementation and impact of the Africa policy.\u00a0<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Defence_and_security_cooperation\"><\/span><strong>Defence and security cooperation\u00a0<\/strong>\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>Increase the number of defence attach\u00e9s deployed in Africa,&nbsp;&nbsp;<\/li><li>Expand dialogue on defence issues,&nbsp;&nbsp;<\/li><li>Widen the footprint of maritime collaboration,&nbsp;&nbsp;<\/li><li>Expand lines of credit to facilitate defence exports, and&nbsp;<\/li><li>More can be done to increase the number of defence training slots and enhance cooperation in counter-terrorism, cyber security and emerging technologies.&nbsp;<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Economic_and_development_cooperation\"><\/span><strong>Economic and development cooperation<\/strong>\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>India-Africa trade touching $98 billion in FY22\u201323<\/strong> is an encouraging development.\u00a0\u00a0<\/li><li>This figure can go up if access to finance through the creation of an Africa Growth Fund (AGF) is ensured.\u00a0\u00a0<\/li><li>A special package of measures to improve project exports and build up cooperation in the shipping domain has been suggested.\u00a0\u00a0<\/li><li>A special focus on promoting trilateral cooperation and deepening science and technology cooperation could pay rich dividends.\u00a0<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Socio-cultural_cooperation\"><\/span><strong>Socio-cultural cooperation\u00a0<\/strong>\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>It should be increased through <strong>greater interaction between universities, think tanks, civil society and media organisations<\/strong> in India and select African countries.&nbsp;&nbsp;<\/li><li>A <strong>National Centre for African Studies<\/strong> should be set up.&nbsp;&nbsp;<\/li><li>Indian Technical and Economic Cooperation (ITEC) and Indian Council for Cultural Relations (ICCR) scholarships awarded to Africans should be named after famous African figures.&nbsp;&nbsp;<\/li><li>Visa measures for African students who come to India for higher education should be liberalised.
