id=\"Genetically_Engineered_Insects\"><\/span><strong>Genetically Engineered Insects:<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Genetically Modified (GM) insects<\/strong> are those whose <strong>genetic material has been altered using Genetic Engineering Techniques<\/strong> to achieve certain desired physiological traits or characteristics or production of some desired biological products.\u00a0<\/li><li>These are generally created by introducing foreign genes into the insect\u2019s genome by altering its genetic makeup.\u00a0<\/li><li>These modifications are done <strong>through three different ways<\/strong>:\u00a0<ul><li><strong>Transgenesis:<\/strong> It is a process of placing a gene from one organism into the genome of another organism in hopes that the organism will show a specific characteristic.\u00a0<\/li><li><strong>Cisgenesis:<\/strong> It is a process in which genes from one organism are artificially transferred to another closely related or organism of the same species.\u00a0<\/li><li><strong>Mutagenesis:<\/strong> It is a process in which DNA is mutated or deliberately engineered in a laboratory in order to produce libraries to include mutated genes, proteins and strains of bacteria or even other genetically modified organisms.\u00a0<\/li><\/ul><\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Potential_Applications_of_GM_Insects\"><\/span><strong>Potential Applications of GM Insects:<\/strong>\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Crop Pollination:<\/strong> GM insects could be developed with increased pollination efficiency to enhance crop yields. Example \u2013 GM Bees.\u00a0<\/li><li><strong>Disease Control:<\/strong> GM insects can be used to combat the spread of vector-borne diseases like malaria, dengue fever, Zika, etc. This can be done by modifying the insects in a way that makes them unable to transmit the disease-causing agents.\u00a0<\/li><li><strong>Pest Control:<\/strong> GM insects can be engineered to produce off-springs with reduced fertility. This can help in reducing pest populations.\u00a0<\/li><li><strong>Environmental Monitoring:<\/strong> GM insects can be used to monitor air and water quality, to detect landmines or other threats, to assess pesticide contamination, etc.\u00a0<\/li><li><strong>Concerns with GM Insects:<\/strong> GM Insects can have unpredictable effects such as genetic transfer to non-target species, increased resistance to control measures, emergence of more robust pests, interbreeding with wild population leading to spread of modified traits in natural population, insect-based biological warfare, etc.\u00a0<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Guidelines_for_Genetically_Engineered_Insects\"><\/span><strong>Guidelines for Genetically Engineered Insects:<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>The guidelines have been issued by the <strong>Department of Biotechnology (DBT)<\/strong> which functions under <strong>Ministry of Science and Technology (MoST)<\/strong>. It is the nodal agency and promoter of Biotechnology in India.\u00a0<\/li><li>According to DBT\u2019s \u2018<strong>Bioeconomy Report 2022\u2019<\/strong>, India\u2019s bioeconomy contributes <strong>2.6% to the GDP<\/strong> and by 2030 it will be ~5% of the GDP.\u00a0<\/li><li>This ambitious lead of $220 billion in 8 years will require aggressive investment and policy support.\u00a0<\/li><li>But neither funding for DBT nor its recent policies reflect any serious intention to uplift this sector. For example:\u00a0<\/li><li><strong>Current budgetary allocation to the DBT is only 0.0001% of India\u2019s GDP<\/strong>.\u00a0<\/li><li>\u00a0Alignment between biotechnology policies and economic goals is missing.\u00a0<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Problems_in_the_Guidelines_for_Genetically_Engineered_GE_Insects\"><\/span><strong>Problems in the Guidelines for Genetically Engineered (GE) Insects:<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Uncertainty of Purpose:<\/strong> The guidelines emphasise that GE insects offer applications in various fields uplifting the standards of living by reducing disease burden, enabling food security and conserving the environment. However, the guidelines don\u2019t specify the purpose for which GE insects may be approved in India.&nbsp;<\/li><li><strong>Uncertainty for researchers:<\/strong> The guidelines are applicable only to research and not to confined trials or deployment. Also, GE insects can\u2019t be recalled and unlike GM foods they are not amendable to individual consumer choice.&nbsp;<\/li><li><strong>Uncertainty of ambit:<\/strong> The guidelines offer standard operating procedures for GE mosquitoes, crop pests, and beneficial insects \u2013 but what \u2018beneficial\u2019 means? 2019<\/strong>.&nbsp;<\/li><li>Amendment is to <strong>replace the use of animals in research (especially in drug testing).<\/strong>&nbsp;<\/li><li>It <strong>authorises researchers to use non-animal and human relevant methods<\/strong> including technologies like 3D organoids, organs-on-chip and advanced computational methods to test the safety and efficacy of new drugs.&nbsp;<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Drugs_and_Clinical_Trial_Rules_2019\"><\/span><strong>Drugs and Clinical Trial Rules, 2019:<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>Concerned ministry is <strong>Union ministry for health and Family welfare<\/strong>.&nbsp;<\/li><li>Its aim is to promote clinical research in India and further the conduct of ethical and quality clinical trials in the country.&nbsp;<\/li><li>It reduced the <strong>time for approving applications to 30 days for drugs discovered in India<\/strong> or whose research and development has been done in India and are proposed to be manufactured and marketed in India.&nbsp;<\/li><li>For <strong>drugs developed outside the country, the approval time has been fixed to 90 days<\/strong>.&nbsp;<\/li><li>It also ensures patient safety and ethics committee will monitor the trails and decide an amount of compensation in cases of adverse events.&nbsp;<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Limitations_of_drug_testing_in_animals\"><\/span><strong>Limitations of drug testing in animals:<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Limited predictability for human response:<\/strong> Animals may respond differently to drugs compared to humans due to differences in biological processes, genetics, and other factors.&nbsp;<\/li><li><strong>Ethical Concerns and animal welfare:<\/strong> Animal testing raise ethical concerns regarding the suffering and harm caused to animals like force-feeding, injections, euthanasia, etc.&nbsp;<\/li><li><strong>High failure rate in translating to human:<\/strong> Despite passing animal testing, many drugs fail during human clinical trials which leads to wasted resources and potential harm to human participants.&nbsp;<\/li><li><strong>Inadequate representation of human diversity:<\/strong> Animals used in testing may not accurately represent the diversity of human populations in terms of age, sex, genetic variations, health conditions, etc.&nbsp;<\/li><li><strong>Regulatory and legal considerations:<\/strong> Use of animals in testing is subject to regulatory requirements and ethical considerations which leads to delays, increased costs and challenges in obtaining approvals.&nbsp;<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Initiatives_by_other_countries\"><\/span><strong>Initiatives by other countries:<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>In <strong>2021<\/strong>, the <strong>European Union<\/strong> passed a resolution on an action plan to facilitate the transition towards technologies that don\u2019t use animals in research, regulatory, testing and education.\u00a0<\/li><li>In <strong>December 2022<\/strong>, the <strong>USA <\/strong>passed the <strong>FDA Modernization Act 2.0<\/strong> allowing researchers to use these systems to test the safety and efficacy of new drugs.\u00a0<\/li><li>In <strong>2022<\/strong>, <strong>South Korea<\/strong> introduced a Bill called <strong>\u2018Vitalization of Development, Dissemination, and use of Alternatives to Animal Testing Methods\u2019<\/strong>.\u00a0<\/li><li>In <strong>June 2023<\/strong>, <strong>Canada amended its Environmental Protection Act<\/strong> to replace, reduce or refine the use of vertebrate animals in toxicity testing.\u00a0<\/li><\/ul>\n\n\n<div
