cent quota to women in Lok Sabha and state Assemblies, was swiftly passed by both Houses of Parliament, but its fate hangs in balance because of its dependence on the delimitation exercise.\u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Delimitation\"><\/span><strong>Delimitation:<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>Delimitation is a <strong>Constitutional mandate, to be carried out after every Census<\/strong>, to <strong>readjust the number of seats and their boundaries on the basis of latest population data<\/strong>.&nbsp;<\/li><li>But the number of seats for the Lok Sabha and state Assemblies has <strong>remained frozen for the last 50 years<\/strong>, due of opposition from political parties from the South. This is because the <strong>population growth rate in the northern Indian states is more as compared to the southern states<\/strong>.&nbsp;<\/li><li>And they have no desire to enable delimitation even today, partly because this would result in a substantial increase in the number of Lok Sabha seats in the states of northern India, where population growth has been more pronounced.&nbsp;<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Political_connections_between_Womens_Reservation_Bill_and_Delimitation\"><\/span><strong>Political connections between Women\u2019s Reservation Bill and Delimitation:<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>This <strong>bill provides 33 per cent quota to women in Lok Sabha and state Assemblies after delimitation<\/strong>.&nbsp;<\/li><li>One of the reasons women\u2019s reservation did not become a reality in the last 35 years was the fear among male politicians of having to let go of their seats.&nbsp;<\/li><li>A 33 per cent reservation in the current 545-member Lok Sabha would mean 182 seats being kept for women. Only 363 seats would be available for men. The current Lok Sabha has 467 men.&nbsp;<\/li><li>If, as a result of the delimitation exercise, the strength of the Lok Sabha increases to 770, as some calculations suggest, 257 seats would be reserved for women, and the remaining 513 could be available for men to contest.&nbsp;<\/li><li><strong>Linkage with delimitation could delay the implementation of women\u2019s reservation even beyond 2029<\/strong>.&nbsp;<\/li><li>Delimitation is a contentious issue. But now, a resistance to the delimitation exercise ahead of 2029 polls would give a handle to the BJP to accuse the Opposition of creating hurdles for the women\u2019s reservation Bill&nbsp;<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Some_major_concerns_with_Delimitation\"><\/span><strong>Some major concerns with Delimitation:<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>The <strong>main rationale of delimitation is to ensure that every state has equitable representation in the Lok Sabha on the basis of its population<\/strong>, with the same logic running down within the states for Assemblies.\u00a0<\/li><li>In the 1977 Lok Sabha, for example, every MP in India represented about 10.11 lakh people, on an average. While there are large variations, especially in small states, the attempt is to keep this number in as tight a range as possible. But there is no restriction on what this number should be.\u00a0<\/li><li>If we attempt to retain the same number as in 1977, the strength of the Lok Sabha would have to be expanded to nearly 1,400, due to the increase in population. But the new Lok Sabha has been built with the maximum capacity of 888 seats. That means the average population size of every constituency would have to go up.\u00a0<\/li><li>The <strong>number of Lok Sabha seats in states like Uttar Pradesh or Bihar are likely to jump much more than south Indian states<\/strong>.\u00a0<\/li><li><strong>If the delimitation exercise had happened after every Census, as mandated in the Constitution, seats for the north Indian states would have gone up progressively and not all of a sudden<\/strong>.\u00a0<\/li><li>Delimitation continues to be a political hot potato. class=\"wp-block-list\"><li>It is a <strong>National Mission for Financial Inclusion<\/strong>. Financial Inclusion can be defined as the process or provision that ensures access to financial services and credit for vulnerable groups at an affordable cost.\u00a0<\/li><li>It was <strong>launched in 2014 to ensure universal access to financial services<\/strong> namely, Banking\/ Savings &amp; Deposit Accounts, Remittance, Credit, Insurance, Pension in an affordable manner through the use of technology.\u00a0<\/li><li>The scheme was launched based upon the following <strong>6 pillars<\/strong>:\u00a0<ul><li><strong>Universal access to banking services<\/strong>\u00a0<\/li><li><strong>Basic savings bank accounts<\/strong> with overdraft (OD) facility of Rs. 10,000\/- to every household\u00a0<\/li><li><strong>Financial Literacy Program<\/strong>\u2013 Promoting savings, use of ATMs, getting ready for credit, availing insurance and pensions, using basic mobile phones for banking.\u00a0<\/li><li><strong>Creation of Credit Guarantee Fund<\/strong> \u2013 To provide banks some guarantee against defaults.\u00a0<\/li><li><strong>Insurance <\/strong>\u2013 Accident cover up to Rs. 1,00,000 and life cover of Rs. 30,000 on account opened between 15 Aug 2014 to 31 January 2015\u00a0<\/li><li><strong>Pension scheme for Unorganized sector<\/strong>.\u00a0<\/li><\/ul><\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Impacts_of_PMJAY\"><\/span><strong>Impacts of PMJAY:<\/strong>\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>PMJDY has been the <strong>foundation stone for people-centric economic initiatives<\/strong>.
