class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Challenges_for_ASEAN\"><\/span><strong>Challenges for ASEAN<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>The impact of the <strong>COVID-19 pandemic<\/strong>\u00a0<\/li><li><strong>Economic slowdown<\/strong>\u00a0<\/li><li>The <strong>Ukraine war<\/strong>\u00a0<\/li><li><strong>Climate change<\/strong>\u00a0<\/li><li><strong>Internal differences on Myanmar<\/strong>\u00a0<\/li><li>The grouping is unable to forge unity in the Myanmar situation.\u00a0<\/li><li>It has led ASEAN to bar a member-state (Myanmar) from all its political-level discussions.\u00a0<\/li><li>In the run-up to the FMM, Thailand, defying ASEAN\u2019s official policy, ran its own dialogue with the military government which permitted the Thai Deputy Prime Minister and Foreign Minister to have a meeting with Daw Aung San Suu Kyi, much to the discomfiture of Indonesia, the ASEAN chair.\u00a0<\/li><li><strong>Without unity, ASEAN centrality loses much of its credibility.<\/strong>\u00a0<\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"China\"><\/span><strong>China\u00a0<\/strong>\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<ul class=\"wp-block-list\"><li>It enjoys close political and economic relations with the ASEAN states.&nbsp;<\/li><li>At least three of them, i.e., Laos, Cambodia and Myanmar, are its virtual dependencies.&nbsp;&nbsp;<\/li><li>While the Philippines has become more assertive of late in its claims in the South China Sea, the central players, Indonesia, Malaysia, Singapore and Thailand, are all favourably disposed towards Beijing.&nbsp;&nbsp;<\/li><li>This explains why none of them raises its voice against China\u2019s delaying tactics in negotiating an enforceable code of conduct concerning the South China Sea.&nbsp;&nbsp;<\/li><li>For many years, ASEAN and China have called for \u201can early conclusion of an effective and substantive\u201d code of conduct; they did it this year too, but are content to leave the matter there.&nbsp;&nbsp;<\/li><li>No indication of a timeline is given.&nbsp;&nbsp;<\/li><li>It is hard to find a similar example of diplomatic doublespeak.&nbsp;<\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Debate_between_the_US_and_Chinese_governments\"><\/span><strong>Debate between the U.S. and Chinese governments\u00a0<\/strong>\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<ul class=\"wp-block-list\"><li>ASEAN\u2019s desire to lead the region and shape its agenda stands jeopardised by the strained relationship between the U.S. and China.&nbsp;<\/li><li>The Chinese argument is that the U.S. is solely responsible for poor relations because it steadily refuses to accept and accommodate itself to China\u2019s \u2018peaceful rise.\u2019&nbsp;&nbsp;<\/li><li>The U.S., on the other hand, is no longer willing to turn a blind eye to Chinese aggressiveness and coercion in the Indo-Pacific and beyond.&nbsp;&nbsp;<\/li><li>A North Atlantic Treaty Organisation\u2019s Vilinius summit communiqu\u00e9 stated, \u201cThe People\u2019s Republic of China\u2019s stated ambitions and coercive policies challenge our interests, security and values.\u201d&nbsp;<\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"ASEANs_vision\"><\/span><strong>ASEAN\u2019s vision<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<ul class=\"wp-block-list\"><li>ASEAN is portrayed as \u201c<strong>the Epicentre of Growth<\/strong>\u201d.\u00a0\u00a0<\/li><li>It has a <strong>well-chiselled vision with three interrelated dimensions<\/strong>:\u00a0\u00a0<\/li><li>creating a <strong>political community<\/strong> that ensures regional peace and a just, democratic and harmonious environment;\u00a0\u00a0<\/li><li>an <strong>economic community<\/strong> focused on achieving a well-integrated and connected regional economy within the global economic system; and\u00a0\u00a0<\/li><li>a <strong>socio-cultural community <\/strong>to enhance the quality of life of ASEAN\u2019s citizens as well as sustainable development of the region.\u00a0<\/li><li>ASEAN\u2019s ability to manage regional and global dynamics depends on <strong>two critical ingredients that promote its unity and centrality<\/strong>.\u00a0\u00a0<\/li><li>It should maintain its credibility by adhering to the ASEAN Charter, and\u00a0\u00a0<\/li><li>It should stay in the driver\u2019s seat while navigating regional dynamics.\u00a0\u00a0<\/li><li>Anxious over \u201c<strong>the intensifying geopolitical tensions in the region<\/strong>,\u201d ASEAN prefers to promote the ASEAN Outlook on the Indo-Pacific (AOIP).
