Specifically, the relevant constitutional provisions are as follows:&nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Article 168:<\/strong> This article deals with the composition of the Legislative Council at the state level. It states that there shall be a Legislative Council for states having a population exceeding one crore (ten million). However, smaller states and those with a population below this threshold may also have a Legislative Council if a resolution to that effect is passed by the Legislative Assembly of the state.&nbsp;<\/li><li><strong>Article 169:<\/strong> This article empowers Parliament to create or abolish a Legislative Council in a state. It specifies that if the Legislative Assembly of a state passes a resolution by a special majority, indicating the state&#8217;s desire to create or abolish the Legislative Council, Parliament may pass a law to that effect.&nbsp;<\/li><li><strong>Article 170:<\/strong> This article deals with the composition of the Legislative Assembly. It specifies the number of seats in the Legislative Assembly and the method of their allocation based on the population of the state. For instance, Tamil Nadu and Odisha had Legislative Councils in the past but abolished them through constitutional amendments in 1986 and 2019, respectively.&nbsp;<\/li><li><strong>Recent Developments:<\/strong> The status of Legislative Councils is subject to changes over time. For example, in 2020, the Andhra Pradesh Legislative Assembly passed a resolution in favour of abolishing the Legislative Council, but it is pending consideration by Parliament. Similarly, the Jammu and Kashmir Reorganisation Act 2019 provides for the establishment of a new Legislative Council in the union territory of Jammu and Kashmir, which is yet to be constituted.&nbsp;<\/li><li><strong>Political Significance:<\/strong> The existence or absence of Legislative Councils can have political implications.
