Integrity, rectitude, uprightness, etc. It is the presence of procedural integrity with high standards of ethical behavior.&nbsp;<\/p>\n\n\n\n<p>According to the National Commission to Review the Working of Constitution\u2019s (NCRWC, 2002) report on \u2018Probity in governance\u2019, an important prerequisite for ensuring probity in governance is the absence of corruption. It would also help in anonymous complaints against public servants by ordinary people.&nbsp;&nbsp;&nbsp;<\/li><li>Need to work on behavioral change in bureaucrats through training, performance appraisal, and inculcation of values like empathy and compassion.&nbsp;&nbsp;&nbsp;<\/li><li>Need for a law providing for the confiscation of illegally acquired assets of public servants.&nbsp;&nbsp;<\/li><li>Need to strengthen the criminal justice system.&nbsp;&nbsp;<\/li><li>Enactment of the Public Interest Disclosure Act \u2013 to strengthen the Whistleblower\u2019s Protection Act and RTI Act etc are also necessary.&nbsp;&nbsp;&nbsp;&nbsp;<\/li><li>A sense of discipline needs to be instilled by the heads of organizations and leaders of society.&nbsp;&nbsp;&nbsp;<\/li><\/ul>\n\n\n\n<p>A mix of adequate rules and regulations, creating favorable administrative processes, and development of ethical competence are desirable to ensure probity in governance. Excessive dependence must not be on external mechanisms because it always keeps a prospect to breach but the focus must be on creating men of strength and character who uphold such values on their own.
