It is driven by the emergence of a dual burden of communicable and non-communicable diseases and the increasing life expectancy across all demographic segments.\u00a0\u00a0<\/li><li>Government spending as a percent of GDP has stayed between 1.1-1.4% of the GDP over the last decade and out-of-pocket personal expenditure is filling the gap of nearly 65% of total spend. A <a href=\"https:\/\/www.worldbank.org\/en\/topic\/universalhealthcoverage\/publication\/high-performance-health-financing-for-universal-health-coverage-driving-sustainable-inclusive-growth-in-the-21st-century\" target=\"_blank\" rel=\"noreferrer noopener\">June 2019 World Bank report<\/a> found people in developing countries, including the Caribbean, spend half a trillion dollars (over $800 per person) annually on out-of-pocket payments. In a country like India, where per capita GDP is USD 2,143, this is not sustainable nor affordable for a vast majority of citizens.\u00a0\u00a0<\/li><li>It is thus not surprising that healthcare financing in India is neither sufficient, efficient, or equitable.\u00a0<\/li><li>About 55 million Indians were pushed into poverty in a single year because of having to fund their healthcare and 38 million of them fell below the poverty line due to spending on medicines alone, a 2018 study from the Public Health Foundation of India has estimated.\u00a0<\/li><li>The <strong>COVID-19 pandemic brutally exposed the health system<\/strong>: The immense political capital around COVID-19 suddenly put pressure on the health system to rapidly \u2018scale up\u2019 health services like never before.\u00a0\u00a0<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_five_areas_where_private_sector_contribution_can_prove_beneficial_are\"><\/span><strong>The five areas where private sector contribution can prove beneficial are:&nbsp;<\/strong>&nbsp;&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Infrastructure Development<\/strong>: Development and strengthening of healthcare infrastructure that is evenly distributed geographically and at all levels of care.&nbsp;&nbsp;<\/li><li><strong>Management and Operations<\/strong>: Management and operation of healthcare facilities for technical efficiency, operational economy, and quality.&nbsp;&nbsp;&nbsp;<\/li><li><strong>Capacity Building and Training<\/strong>: Capacity building for formal, informal, and continuing education of professional, para-professional, and ancillary staff engaged in the delivery of healthcare.&nbsp;&nbsp;&nbsp;<\/li><li><strong>Financing Mechanism<\/strong>: Creation of voluntary as well as mandated third-party financing mechanisms.&nbsp;&nbsp;&nbsp;<\/li><li><strong>IT Infrastructure<\/strong>: Establishment of national and regional IT backbones and health data repositories for ready access to clinical information.&nbsp;&nbsp;&nbsp;<\/li><li><strong>Materials Management<\/strong>: Development of a maintenance and supply chain for ready availability of serviceable equipment and appliances, and medical supplies and sundries at the point of care.&nbsp;&nbsp;<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Other_viable_alternatives\"><\/span><strong>Other viable alternatives:<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>As per a <em>study by the Public Health Foundation<\/em> of India, about 55 million Indians were pushed into poverty in a single year due to exorbitant patient care costs in private hospitals.\u00a0<\/p>\n\n\n\n<p>Thus, the following alternatives are suggested to reduce cost and increase quality:\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u00a0<strong>PPP models <\/strong>can be utilized\u00a0<\/li><li>\u00a0Upgrading the <strong>infrastructure<\/strong> of existing hospitals and clinics\u00a0<\/li><li>\u00a0Investing in <strong>secondary and tertiary care provisions<\/strong>\u00a0<\/li><li>\u00a0The local population can be imparted with primary health care skills. Ex- <strong>ASHA, Midwives<\/strong>\u00a0<\/li><li>Supporting <strong>innovations<\/strong> in healthcare that benefit the poor and vulnerable populations\u00a0<\/li><li>\u00a0Medical graduates from government colleges should be <strong>encouraged to serve in rural posts.<\/strong>\u00a0<\/li><\/ul>\n\n\n\n<p>When the world committed to ending poverty, protecting the planet, and ensuring prosperity for all with <strong>the\u202f17 Sustainable Development Goals<\/strong>, it was known that no single entity would be able to achieve such lofty goals, <strong>it would take collaboration<\/strong>. <strong>A successful sustainable development agenda requires partnerships between governments, the private sector, and civil society, Goal 17 stated. Health is a state subject, and despite the issuance of the guidelines by the central government, the final prerogative on implementation of the initiatives lies with the states.
