Reports suggested that some officers were resistant to change, lacked innovation, and failed to properly coordinate with other agencies, resulting in delays and inadequate relief efforts.&nbsp;<\/p>\n\n\n\n<p>Hence, the mindset of civil servants can impact not only their performance but also the success of the organization as a whole.
