This <strong>undermines the national unity<\/strong> and <strong>integration<\/strong> purpose of the All-India Services.&nbsp;&nbsp;<\/li><li><strong>Correlated Preferences<\/strong>: Cadre preferences of exam toppers are correlated as <strong>disadvantaged cadres (regions with foreign conflict, states with internal political strife, and newly formed states)<\/strong> are consistently ranked towards the bottom of most preference lists.&nbsp;&nbsp;&nbsp;<\/li><li><strong>Desire for Home Cadre: Overwhelming preference for assignments closer to home when officers rank cadres.&nbsp;<\/strong>&nbsp;&nbsp;<\/li><li><strong>Long-Term implications of cadre allotment<\/strong>: <strong>According to 2<\/strong><strong><sup>nd<\/sup><\/strong><strong>Administrative Reforms Commission\u2019s<\/strong> <strong>Report, the 2008 Policies<\/strong> priorities Insiders and there is an overwhelming preference to be assigned to one\u2019s home state, Insiders tend to have better exam ranks than Outsiders.&nbsp;<\/li><li><strong>New Cadre Allocation Policy<\/strong>\u202f<strong>for allocating services and cadres based on the combined marks obtained in the CSE and the foundation course<\/strong>: <strong>Articles 315 to 323<\/strong> of the Constitution deal with Public Service Commissions of the Union and the States.&nbsp;&nbsp;&nbsp;<\/li><\/ul>\n\n\n\n<p>The Cadre based Civil Services Organization needs reform.
