The Parliament<\/strong> functions through committees appointed or elected for specific purposes. Public Account committees<\/strong> essentially belong to the Lok Sabha<\/strong> and operate under the Speaker<\/strong>, to whom they submit their reports. Members from the Rajya Sabha<\/strong> also have representation, except in the Estimates Committee<\/strong>.<\/p>\n\n\n\n

Established under the provisions of the Government of India Act of 1919<\/strong>, the Public Accounts Committee<\/strong> was formed in 1921<\/strong>. It comprises 22 members<\/strong>, with 15 from the Lok Sabha<\/strong> and 7 from the Rajya Sabha<\/strong>. Members are elected from within their ranks using the principle of proportional representation<\/strong> through a single transferable vote<\/strong>. Importantly, a minister<\/strong> is ineligible for election to the committee. The primary role of the committee is to scrutinize the annual audit reports<\/strong> of the Comptroller and Auditor General (CAG)<\/strong>, ensuring transparency<\/strong> in governmental operations.<\/p>\n\n\n\n
