subsidies to horticulture farmers under the <strong>Cluster Development Programme (CDP)<\/strong>, an initiative to promote horticulture crops.&nbsp;<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Features_of_CDP-SURAKSHA\"><\/span><strong>Features of CDP-SURAKSHA<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>The CDP-SURAKSHA is essentially a <strong>digital platform<\/strong>.\u00a0<\/li><li>SURAKSHA stands for \u201c<strong>System for Unified Resource Allocation, Knowledge, and Secure Horticulture Assistance<\/strong>.\u201d\u00a0<\/li><li>The platform will allow farmers to <strong>receive subsidies<\/strong> instantly in their <strong>bank accounts<\/strong> by utilising the <strong>e-RUPI voucher<\/strong> from the <strong>National Payments Corporation of India (NPCI)<\/strong>.\u00a0<\/li><li>The platform allows access to farmers, vendors, implementing agencies (IA), cluster development agencies (CDAs), and officials of the National Horticulture Board (NHB).\u00a0<\/li><li>The CDP-SURAKSHA has features such as\u00a0<\/li><li>Database integration with PM-KISAN,\u00a0<\/li><li>Cloud-based server space from NIC,\u00a0<\/li><li>UIDAI validation,\u00a0<\/li><li>eRUPI integration,\u00a0<\/li><li>Local government directory (LGD),\u00a0<\/li><li>Content management system,\u00a0<\/li><li>Geotagging and geo-fencing.\u00a0<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"National_Payments_Corporation_of_India_NPCI\"><\/span><strong>National Payments Corporation of India (NPCI)<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li>It is an umbrella organisation for operating retail payments and settlement systems in India.&nbsp;<\/li><li>It is an initiative of the Reserve Bank of India (RBI) and the Indian Banks\u2019 Association (IBA) under the provisions of the Payment and Settlement Systems Act, 2007, to create a robust <strong>Payment &amp; Settlement Infrastructure<\/strong> in India.&nbsp;<\/li><li>It has been incorporated as a \u201c<strong>Not for Profit<\/strong>\u201d Company under the provisions of <strong>Section 25<\/strong> of the Companies Act 1956 (now <strong>Section 8 of the Companies Act 2013<\/strong>).&nbsp;<\/li><li>NPCI is promoted by ten major banks, including the State Bank of India, Punjab National Bank, Citibank, Bank of Baroda, and HSBC.&nbsp;<\/li><li>The NPCI can operate payment systems such as the National Financial Switch (NFS), <strong>Immediate Payment System (IMPS),<\/strong> <strong>Aadhaar-enabled Payments System (AEPS)<\/strong>, and National Automated Clearing House (NACH).&nbsp;<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"wp-block-list\"><li><strong>Bharat Bill Payment Interface (BBPI)<\/strong>: It was developed to help the retail payments sector. With its introduction, a single platform has been created for aggregators and bill payers.\u00a0<\/li><li><strong>Immediate Payment Service (IMPS)<\/strong>: This facility allows you to transfer funds immediately and is available at any time.\u00a0<\/li><li><strong>RuPay:<\/strong> NPCI introduced RuPay so that average citizens can make financial decisions.\u00a0<\/li><li>RuPay is an affordable card and can be issued as credit cards, debit cards, and prepaid cards. More than 300 million RuPay cards are in India.\u00a0<\/li><li><strong>USSD Services<\/strong>: <strong>Unstructured Supplementary Service Date<\/strong> (USSD) was introduced by the NPCI to allow individuals to make banking solutions without the need for the internet or smartphones.\u00a0<\/li><li><strong>BHIM<\/strong>: BHIM uses UPI to complete payment transfers. You can make payments via BHIM by entering the <strong>Virtual Payment Address (VPA)<\/strong> or the registered mobile number. No smartphone is required to transfer funds via BHIM.\u00a0<\/li><li><strong>UPI:<\/strong> United Payments Interface (UPI) allows you to transfer funds from your smartphone.\u00a0<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Significance_of_the_CDP-SURAKSHA\"><\/span><strong>Significance of the CDP-SURAKSHA<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>The move seeks to push the growth of India\u2019s horticulture sector, which contributes <strong>nearly one-third<\/strong> to the agriculture <strong>gross value addition<\/strong> (GVA).&nbsp;<\/li><li>The total production of horticulture crops in India has spiked from 240.53 million tonnes (in 2010-11) to 334.60 million tonnes in 2020-21.&nbsp;<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Horticulture_Cluster_Development_Programme\"><\/span><strong>Horticulture Cluster Development Programme<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li>It is a <strong>central sector programme<\/strong> aimed at growing and developing identified horticulture clusters to make them globally competitive.&nbsp;<\/li><li>Horticulture cluster is a <strong>regional\/geographical<\/strong> concentration of targeted horticulture crops.&nbsp;<\/li><li>It recognizes the importance of developing horticulture clusters across the country to assist farmers with small holdings through the formation of <strong>Farmer Producer Organizations<\/strong> (FPOs).&nbsp;<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Implementation\"><\/span><strong>Implementation:<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>It is implemented (<strong>Nodal Agency<\/strong>) by the National Horticulture Board (NHB) of the Ministry of Agriculture and Farmers\u2019 Welfare.\u00a0<\/li><li>The states of Arunachal Pradesh, Assam, West Bengal, Manipur, Mizoram, Jharkhand, Uttarakhand, etc. will also be included in the list of <strong>55 clusters<\/strong>, identified with their focus\/main crops.\u00a0<\/li><li>Earlier, in the pilot phase, it was implemented in 12 clusters covering 11 States\/UTs.\u00a0<\/li><li>These clusters will be implemented by <strong>Cluster Development Agencies (CDAs)<\/strong>, which are appointed based on the recommendations of the respective <strong>State\/UT Government<\/strong>.\u00a0<\/li><li>A <strong>government or public sector entity<\/strong>, recommended by the state\/central government, will be appointed as a Cluster Development Agency (CDA)\u00a0<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Objectives\"><\/span><strong>Objectives:<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>The CDP aims to <strong>improve exports<\/strong> of targeted crops by about <strong>20%<\/strong> and <strong>create cluster-specific brands<\/strong> to enhance the competitiveness of cluster crops.\u00a0<\/li><li>To <strong>enhance competitiveness<\/strong> in the domestic and export markets in an integrated manner.\u00a0<\/li><li>To facilitate the introduction of <strong>innovative technologies and practices<\/strong> to help enhance the global competitiveness of focus cluster crops.\u00a0<\/li><li>Address all <strong>major issues<\/strong> related to the Indian horticulture sector, including pre-production, production, post-harvest management, logistics, marketing, and branding.\u00a0<\/li><li><strong>Reduce harvest and post-harvest losses<\/strong> by developing, expanding, and upgrading the infrastructure for post-harvest handling of produce, value addition, and market linkages.\u00a0<\/li><li>To <strong>leverage geographical specialisation<\/strong> and promote <strong>integrated and market-led development<\/strong> of horticulture clusters.\u00a0<\/li><li>To converge with other government initiatives such as the <strong>Agriculture Infrastructure Fund<\/strong>.\u00a0<\/li><li>To <strong>build the capacity<\/strong> of stakeholders and enhance farmers\u2019 income through cluster-specific interventions, including brand promotion.\u00a0<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Significance\"><\/span><strong>Significance:<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>The CDP has great potential to transform the entire horticulture ecosystem by <strong>creating last-mile connectivity<\/strong> through the use of <strong>multimodal transport<\/strong> for efficient and timely evacuation and transportation of horticulture produce.&nbsp;<\/li><li>It also will attract an estimated investment of INR 10,000 crore when implemented in all the 55 clusters.&nbsp;<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Status_of_Indian_Horticulture_Sector\"><\/span><strong>Status of Indian Horticulture Sector:<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>India is the <strong>second-largest producer<\/strong> of horticulture crops globally, accounting for approximately 12% of the world\u2019s production of fruits and vegetables.&nbsp;<\/li><li>The area under horticulture crops <strong>increased<\/strong> to 25.5 million hectares in 2018-19, which is <strong>20% of the total area<\/strong> under foodgrain, and produced 314 million tonnes.&nbsp;<\/li><li>During 2019-20, the horticulture sector has reached the highest ever horticulture production of 320.77 Million MT in the history of Indian horticulture.&nbsp;<\/li><li>Top states in fruit production are Andhra Pradesh, Maharashtra and Uttar Pradesh&nbsp;<\/li><li>Top states in Vegetable production are West Bengal, Uttar Pradesh and Madhya Pradesh.&nbsp;<\/li><li>India <strong>leads<\/strong> the market in fruits, including mango, pomegranate, sapota, banana, acid lime, and aonla.&nbsp;<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Initiatives_for_Horticulture\"><\/span><strong>Initiatives for
