According to Section 19(1):<ul><li>If the Director &#8220;has on the basis of material in his possession, reason to believe (that reason for such belief to be recorded in writing) that any person has been guilty of an offence punishable under this Act, he may arrest such person and shall, as soon as may be, inform him of the grounds for such arrest.&#8221;<\/li><\/ul><\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Power_of_Arrest_under_this_Section\"><\/span><strong>Power of Arrest under this Section:<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>An ED officer must have &#8220;reason to believe,&#8221; based on material in their possession, that the accused is guilty of the offence.<\/li><li>This belief must be recorded and communicated to the accused at the time of arrest.<\/li><li>The provision states that the arrest has to be on the basis of material evidence in possession of the ED.<\/li><li>However, the ED sometimes emphasises the phrase &#8220;reason to believe&#8221;
