class=\"ez-toc-section\" id=\"What_is_a_Slum\"><\/span><strong>What is a Slum?<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>The UN defines<\/strong> <strong>\u2018slum\u2019<\/strong> as one or a set of people living in the same house in an urban area who lack one or more facilities, i.e., secure tenure, durable housing, sufficient living space, and access to improved water and sanitation facilities.\u00a0<\/li><li>India\u2019s slum-dwelling population increased from 27.9 million in 1981 to <strong>65.5 million in 2011<\/strong>, accounting for about <strong>17.37% of the total urban population <\/strong>in 2011 (<strong>Census 2011<\/strong>).\u00a0<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span tenure\u00a0<\/li><li>Limited or no access to education and healthcare facilities\u00a0<\/li><li>Poverty, high unemployment and informal economy\u00a0<\/li><li>High incidence of <strong>deviant behaviour<\/strong>, i.e. crime, juvenile delinquency, drug usage, suicide, ill legitimacy and family maladjustments.\u00a0<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Rural-Urban Migration<\/strong>: Large-scale migration due to lack of employment and agricultural stagnation in rural areas. In 2020, 34% of India&#8217;s population was urban, a significant increase driven by rural migrants.\u00a0<\/li><li><strong>Housing Shortage<\/strong>: India faces a shortage of 29 million urban housing units (2018 data), forcing many to live in informal settlements.\u00a0<\/li><li><strong>Unemployment and Informal Economy<\/strong>: Around 81% of urban workers are in informal jobs, leading to low incomes and inability to afford formal housing.\u00a0<\/li><li><strong>Urbanisation<\/strong>: India\u2019s urban population grew by 31.8% between 2001 and 2011, outpacing the development of affordable housing and infrastructure.\u00a0<\/li><li><strong>Poor Urban Planning<\/strong>: Lack of adequate urban planning has resulted in unplanned settlements. Further, non-marketable state-owned entities in the heart of cities limit the amount of available land for housing.\u00a0<\/li><li><strong>Regulatory constraints:<\/strong> Development projects in urban areas are subject to a long approval process from both state and central levels, which postpones tasks.\u00a0<\/li><li><strong>Vote bank politics:<\/strong> Politicians prioritise short-term electoral gains by making promises of welfare schemes to slum dwellers, often neglecting long-term urban planning and infrastructure development.\u00a0<\/li><li><strong>Political deprivation:<\/strong> Slum dwellers often lack political representation and are excluded from decision-making, limiting their ability to advocate for their rights and improve living conditions.\u00a0<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Government_incentives\"><\/span><strong>Government incentives:<\/strong>&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Pradhan Mantri Awas Yojana (PMAY)<\/strong>: Aims to provide affordable housing to the urban poor;
