Introduction
Human resource development plays a pivotal role in the development process which is a multi-faceted journey that any country takes to achieve progress and growth across various sectors. However, HRD has faced inadequate attention which has become a hindrance in achieving socio economic goals .

REASONS FOR HRD INADEQUACY:
- Limited Finance and Investments as India’s Investment in Education is 2.9% of GDP as against target of 6%.
- Deficiency of Basic Healthcare and Awareness.
- Lack of skilled workforce reduces the efficiency and increases the time involved for its completion.
- Lack of Core and Heavy Assets of large Industries and infrastructures.
- Politically driven Agendas which disappear once elections are completed .
- Lack of Security and Insurance of the workforce provides no expectation of promotion or enhancement of living conditions.
MEASURES TO ADDRESS THESE INADEQUACIES
- Higher GDP Spending wrt Education and reaching the target of 6% of GDP envisaged in National Educational Policy (NEP).
- Skilled Workforce to enhance efficiency and reduce time involved. Schemes like Skill India Mission , PM Kaushal Vikas Yojana etc. all centered for skill enhancement to increase self sufficiency .
- Accessible and Affordable Healthcare with expansion of schemes such as HEALTH CARDS which is done in Rajasthan, AYUSHMAN BHARAT YOJANA etc.
- Government Health Insurance Coverage such as provided by the Rajasthan government to GIG WORKERS should be encouraged.
- Encouraging International Collaborations with organisations like UNESCO to provide Global Best Practices and knowledge transfers.
Conclusion
Hence, Despite inefficiencies, Indian government schemes like PM KAUSHAL VIKAS YOJANA, START-UP INDIA, NEP 2020, AYUSHMAN BHARAT, and others aim to bolster HRD and address deficiencies, fostering sustainable growth. Human resources development is not just an important component of the development process but can also be a catalyst for positive change across various dimensions of society and the economy.
