Inclusive growth has remained elusive despite the government’s best efforts. Post-1991 India has witnessed a rise not only in prosperity but also disparities. Inequalities have widened and accelerated. Well-developed and prosperous regions have attracted most of the foreign investment and have grown further rapidly. India is a highly informal economy, a large section of the labor force is without access to social security and welfare schemes. Such a situation exposes them to various risks related to health, life, etc. without alternative cushioning support. That is why they are termed as careless manpower.
Major challenges for inclusive growth are:
- Poverty, lack of adequate employment opportunities.
- Lack of adequate education and skill development.
- Lack of infrastructure – Social and physical.
- Governance deficit, especially in backward regions.
Measures to meet the above challenges to Inclusive growth:
- Primary education quality should be strengthened and due to lack of elementary education, skill development programmes cannot be used to their full potential. The typical heavy top of Indian education system and poor elementary education leads to skill gaps and results in useless manpower.
- Skill development program: Skill training programmes like Pradhan Mantri Kaushal Vikas Yojana, Skill India programme will build strong skilled labour force with certified skills according to National Occupational Standard (NSO)
- Gender budgeting: To focus on neglected sections relating to women. Labour force participation of women is as per 2011 census is 26%. women would be empowered if more women related schemes such as Sukanya Samridhi yojana, Janani Suraksha yojana were implemented.
Appropriate employment has a huge equalizing effect and aids in growth and development. Careless and useless deployment of manpower has inhibited the individuals as well as the Indian economy from realizing its true growth potential. Government should take further proactive steps and facilitate all round inclusive growth by providing adequate opportunities. Initiatives such as Sarva Siksha Abigyan, Pradhan Mantri Kaushal Vikas Yojana, Stand up India, Start up India should be implemented in letter and spirit.
