Q: Consider the following statements:
- The Rajya Sabha has no power either to reject or to amend a Money Bill.
- The Rajya Sabha cannot vote on the Demands for Grants.
- The Rajya Sabha cannot discuss the Annual Financial Statement.
Which of the statements given above is/are correct?
a) 1 only
b) 1 and 2 only
c) 2 and 3 only
d) 1, 2 and 3
The correct answer is 1 and 2 only.
- The powers and status of the Rajya Sabha are unequal to that of the Lok Sabha in the following matters:Â
- A Money Bill can be introduced only in the Lok Sabha and not in the Rajya Sabha, i.e., after being passed by the Lok Sabha, the Money Bill passes on to the Rajya Sabha which has the following options:Â
- Pass the Bill in the original form.Â
- Take no action for 14 days, i.e., Rajya Sabha cannot amend or reject a Money Bill. It should return the Bill to the Lok Sabha with or without any recommendations within 14 days.Â
- The Lock Sabha has sole authority to accept or reject all or any of the cases, the Money Bill is deemed to have been passed by the two Houses.Â
- The Final Power to decide whether a particular Bill is a Money Bill or not is vested in the Speaker of the Lok Sabha.Â
- Rajya Sabha can only discuss the Annual Financial Statement but cannot vote on the demands for Grants, which is the exclusive privilege of the Lok Sabha.Â
- Hence, statements 1 and 2 only are correct here.Â
