Comprehensive National Power can be defined as “degree of ability to mobilize and utilize strategic resources of a country to realize national objectives”. It provides an intrinsic analytical tool for identifying gaps and boundaries of national power and extrinsically balances interests in the international relations loop. It is a concept popularised by China in recent times. It says that military power alone is not sufficient for attaining strategic goals.
Ethics is a system of principles that helps us tell right from wrong, good from the bad. Ethical values (like honesty, trustworthiness, responsibility) can help to make rational decisions, whether at the individual, societal or national level.Ethics and values play a crucial role in enhancing each of these major components in the following way:
Human Capital: Human capital is the sum of intangible assets like, skills, education, abilities, qualities, etc of individuals or workers in a nation at a point of time that directly impact productivity. A well developed human capital would play a significant role in attaining Comprehensive National Power. Ethics is all about the choices that an individual makes. People always face many dilemmas and choices that affect the quality of their lives. Ethics & values make an individual aware that their choices have consequences, both for themselves and others. A well developed human capital would play a significant role in attaining Comprehensive National Power. For that we need to inculcate the ethical values in:
- Public Policies for the empowerment of all the sections of the society.
- Enhancing cognition or cognitive abilities in humans through education or value-based learnings.
- Building educated, healthy and skilled human beings.
Soft Power: The key principle of soft power is to solve conflicts with non-military means. International relations are largely driven by the ideology of realism, which propagates national interest precedes every action of a nation. However, pursuance of national interest must not always be fulfilled with Hard’ power (Military power, economic power). Soft power (a country’s image due to its culture & values) also secures national interest without compromising others’ interest. In this regard, ethics & the country’s ancient values (for example, Idea of Vasudeva kutumbakam in India) revive national pride and project a country’s peaceful image.
Social Harmony: Social harmony is essential for a stable domestic polity and collective development. Ethical values such as valuing differences, kindness, justice, inclusion, integrity, respect for others, respect for different religious and caste groups, etc are crucial for promoting social harmony in the society. Ethics & values develop norms of behaviour that everyone should follow in society. If every person acts with a selfish motive, society might fall into chaos & anarchy. There is nothing wrong with pursuing one’s interests. However, an ethical person must be willing – at least sometimes – to place others’ interests ahead of self-interest because of our responsibility to society.
Comprehensive National Power is the most important indicator in measuring the basic national conditions and resources of a country, and a comprehensive indicator of the economic, political, military and technical powers of a country. As stated by India’s current President, ‘Nations are not built by governments alone, each citizen is a nation-builder’, there is an immense role of ethics and values in enhancing the comprehensive national power of a country.
