The Parliament functions through committees appointed or elected for specific purposes. Public Account committees essentially belong to the Lok Sabha and operate under the Speaker, to whom they submit their reports. Members from the Rajya Sabha also have representation, except in the Estimates Committee.
Established under the provisions of the Government of India Act of 1919, the Public Accounts Committee was formed in 1921. It comprises 22 members, with 15 from the Lok Sabha and 7 from the Rajya Sabha. Members are elected from within their ranks using the principle of proportional representation through a single transferable vote. Importantly, a minister is ineligible for election to the committee. The primary role of the committee is to scrutinize the annual audit reports of the Comptroller and Auditor General (CAG), ensuring transparency in governmental operations.
