Like the Union Parliament, where disagreement between House of People and the Council of States is resolved by joint sitting of both the Houses, there is no such provision of deadlock at the State Legislature. So, in case of any disagreement between Legislative Council and the Legislative Assembly over an ordinary Bill, according to Article 197, the bill of the assembly
prevails over that of the Council.
