Values are the guiding principle of an individual and also the foundation of his character. In today’s era, where every individual has a strong identity as well as an opinion, values have become even more important than before.For bureaucrats, adherence to high-level public service values is crucial to generate substantial public trust and confidence. In certain circumstances, making ethical decisions is required to weigh values against each other and choosing which values to elevate. Moreover, when people have different values it may result in conflict, clash of references and priorities.
The three basic values, universal are:
Integrity and Honesty: This is especially important for those serving others because people tend to doubt or even despise a leader without integrity. A truly honorable person would be able to admit when they are wrong. They also act with fairness and justice, doing what’s right not just what’s easy. They strive to be selfless and brave as well as have wisdom and judgment that comes from experience. These qualities make them good leaders who can give guidance, lead by example and protect the common good.
Importance of Integrity and Honesty: These will prevent the official from falling prey to corrupt practices in lieu of money or any other temptations. These will help in ensuring that official duties are performed properly because there will be no reason for delaying the act. Finally, integrity affects the employee’s ability to meet personal goals too because it reduces the temptation from engaging in negative behaviors such as dishonesty, manipulation, or even breaking laws while at work.
Courage: Courage is the resistance against any opposition by challengers. This quality helps in fighting against fear. Without courage, there would have been no way to progress through obstacles with great success. ‘No matter how impossible something may seem at first sight if we persist long enough we will find a way’.
Importance of Courage: A civil servant is expected to be fearless when carrying out his duties in the correct manner. However, in some cases there may be hesitancy due to external pressure. It is courage helps to overcome challenges. As a public servant, an individual has to live and work in a challenging environment far from their comfort zone. Courage will help in sustaining the confidence of the public servant.
Impartiality and Political Neutrality: Impartiality ensures equality without any bias and prejudices in the general, non-partisanship ensures a neutral approach in politics and a solid commitment to the government. Civil servants in carrying out their official work, like granting project permission, granting licenses, public goods procurement,etc., need to remain impartial. Moreover, their decisions should be based on merit and free from any partisan/political consideration.
Importance of Impartiality and Political Neutrality: A civil servant must be politically neutral when it comes to taking decisions because his/her decisions have a large impact on society. By being impartial an official ensures that correct action has been taken without getting influenced by external pressure. Impartial nature averts immoral acts.

- Commitment to Public Service: A Civil servant should deliver services in an effective, fair and impartial and courteous manner to serve the public interest always. The dedication to the public welfare cause is crucial.
- Objectivity: In society, there is no subjectivity. All decisions are based on facts. The business world is similar in this regard. There are few surprises when it comes to making these hard decisions because we always consider what’s best for the people involved – employees, customers and the company.
Integrity, dedication to public service, impartiality, political neutrality, anonymity, accountability, devotion to duty, exemplary behaviour etc. are said to be the hallmarks of an efficient civil service.
