- A Constitutional government is defined with a legal instrument or merely a set of fixed norms or principles generally accepted as the fundamental law of the polity that effectively controls or limits the exercise of political power. Hence, it is often termed as ‘limited government’ as well. The core component of the constitutional government is the existence of a “Rule-of Law” or a set of “basic laws” that binds both public office-holders and all members of a society (i.e. citizens) within a given territory.
