Nisha Parthiban is an IPS Officer from the 2011 batch. At present, she is posted as SP(Superintendent of Police) of the crime branch at Pudukkottai, Tamil Nadu which is the hometown of her husband.
Previously, Nisha was the 4th SP of the Perambalur district.
In 2015, she was posted as Deputy Commissioner of Police (Law and Order) in Coimbatore city.
In 2015, Nisha’s husband, P Parthiban, an IAS Officer was allotted the AGMUT cadre.

IAS Officer P. Parthiban is a resident of Tamil Nadu from where had completed his bachelor’s degree in mechanical engineering before joining civil service. He has been posted to the Union Territories which also includes Delhi.
The problem occurs here as both husband and wife have been posted in the other’s hometown. For this reason, IAS P. Parthiban requested an inter cadre transfer for his marriage.

Changes in the Cadre Amendment
The 2011 IAS-IPS couple brought light to the matter of inter cadre transfer.

This inter-cadre transfer issue is headed by the Secretary of the Department of Personnel and Training (DoPT).
After a lot of discussions, some changes in the guidelines of transfer of inter cadre have been recommended by the panel.
The alterations have been approved by the Appointments Committee of Cabinet (ACC) headed by PM Narendra Modi.
The changes that were approved by ACC were that if any officer cannot apply for the cadre due to the presence, the immediate next cadre can opt for it. As per the order issued by DoPT, “In cases where either of the officers cannot opt for the care of the spouse being their respective home cadre, the officers may choose the immediate next cadre opted by them in the detailed application form submitted to Union Public Service Commission (UPSC)–that conducts the exam to select such bureaucrats–below the present cadre allotted.” Candidates will select the preference of their cadres in the application form of the UPSC exam. Although officers cannot apply for the cadre which is their home state. This rule was made applicable for IAS, IPS, and IFoS officers.

- Firstly, never lack confidence: Confidence is the key to unopened doors. If you have confidence in yourself, you will have faith in yourself. Candidates must know their strong areas as well as weak areas to work on them. Strong areas not to mention will be one’s strengths but the weak areas are the ones, one must focus on. If there are any topics in any subject which are felt hard by the candidates, they should not leave it for the last moment. These are the portions that the candidates need to focus on more. In this way, the preparation will be better and more fruitful.
- Proper planning and consistency: Candidates should spend at least 7-8 hours a day on UPSC preparation. The exam is a tough one, so a lot of effort and hard work needs to be put in. A timetable should be properly maintained to keep the balance between the subjects. Reading time and writing time should specifically be maintained to keep coordination between both of them.
- A very important tip shared by IPS Nisha Parthiban is that “ the essay and ethics part should be practiced thoroughly.” Usually, students think that essays can be written in exams, it is not a very difficult part but here many things go wrong. - Besides, you should check the previous year’s questions on the optional subject which you tend to choose. It will help in a better understanding of the subject and its question pattern. Also, some subjects are not that scoring, so also check the performance of the optional subject while checking its question pattern.
- Going through the previous toppers is essential, especially for the ones who are attempting the UPSC exam for the first time. It helps in better understanding the pattern of writing the answers. Sometimes even after knowing the answers, due to improper portrayal of the answer on paper, marks can get deducted. To avoid this situation, the aforementioned tip is worth applying.
- Practicing and not procrastinating: Again, another very important thing is hand practice. Only reading, learning, and even understanding are not enough, you have practice writing the answers in a given time is mandatory. You must take several mock tests and practice a lot at home. This not only improves the writing quality but also gives the experience of finishing off the paper in time because time management during the exam is also a major factor
- Putting effort into every single thing: Lastly, during the interview round, maintain a proper body structure and speak out clearly to show the interviewers that you are very confident. Before answering the questions, just go through your answers in your mind which takes hardly 2 seconds. This is important because once you have already started the answer, you should stop to rethink, it creates a bad impression. Do not lose your focus and stay calm.
