- The National Mission For A Green India, also referred to as the National Green India Mission (GIM), was among the eight missions inaugurated by the Prime Minister under the National Climate Change Action Plan (NAPCC).
- The primary objective of the Green India Mission is to address climate change concerns by preserving, rejuvenating, and enhancing India’s forest cover.
- Employing a blend of adaptation and mitigation strategies, GIM endeavors to safeguard, rehabilitate, and enrich India’s diminishing forest resources.
GIM – OBJECTIVES
- To conserve, enhance, and expand India’s declining forest area.
- To integrate adaptation and mitigation measures to address climate change effectively.
- To enhance livelihood opportunities from forest-based resources.
- To achieve an annual increase in carbon sequestration by 50–60 million tonnes by 2020.
GOALS
- Enhance the ecological services provided by forests and non-forests, including degraded grasslands, wetlands, and moderately dense open forests (5 million hectares).
- Ecologically restore scrublands, shifting agriculture zones, chilly deserts, mangroves, ravines, and abandoned mining areas (1.8 million hectares).
- Increase forest and tree cover in peri-urban and urban areas (0.20 million hectares).
- Improve forest and tree cover on marginal agricultural lands, fallow lands, and other non-forest areas through agroforestry and social forestry (3 million hectares).
- Manage public forests and non-forest areas through community institutions.
- Promote the adoption of new energy-saving technologies and enhance fuelwood use efficiency among project area families.
- Diversify the sources of income for the 3 million households living in and around forests.
GIM – Key Targets
Targets:
- Achieve 5 million hectares of forest or tree cover and improve the quality of forest cover on an additional 5 million hectares of forest or non-forest lands.
Sub-targets:
- Restore 1.5 million hectares of degrading dense forests.
- Restore 3 million hectares of degraded open forests.
- Restore 0.4 million hectares of grasslands.
- Restore wetlands on 0.10 million hectares.
- Ecologically restore 1.8 million hectares of shifting agriculture regions, mangroves, scrublands, ravines, cold deserts, and abandoned mining areas.
- Increase forest and tree cover by 0.20 million hectares in metropolitan and surrounding areas.
- Increase forest and tree cover by 3 million hectares on marginal agricultural lands, fallow lands, and other non-forest lands used for agroforestry.
- Increase the income of 3 million households dependent on forests.
- Achieve a carbon dioxide sequestration increase to between 50 and 60 million tonnes by 2020.
GIM – Key Highlights
- It includes a one-year preparatory phase, distinct from other NAPCC missions.
- The preparatory phase involves activities such as micro-planning, nursery development, awareness campaigns, and outreach.
- Activities under GIM are conducted in collaboration with other programs such as the National Afforestation Program, CAMPA, and MGNREGA.
- North Eastern States receive 90:10 of the plan outlay from the center, while other states receive 75:25.
IMPLEMENTING AGENCIES
- National Level: The Green India Mission (GIM) is implemented by the Ministry of Environment and Forests at the national level.
- State Level: Oversight and implementation at the state level are managed by the State Forest Development Agency.
- District Level: Implementation activities at the district level are carried out by the Forest Development Agency.
- Local Level: Planning and implementation at the village level involve the gram sabha and various committees.
