Introduction
Launched as the National Programme for Civil Services Capacity Building (NPCSCB), Mission Karmayogi aims to elevate governance by developing the capacities of civil servants. The proficiency of civil services is crucial for achieving good governance and sustainable development. Inadequate civil service capabilities can lead to inefficient resource allocation, weakened management of public service delivery, and compromised efficiency in public expenditure.
Mission Karmayogi addresses key issues such as the lack of standardization in training, challenges in identifying officials with the right competencies, the absence of linkages between roles and competencies, the emergence of silos at the departmental level, and redundancies in training efforts.
The initiative, guided by six pillars, strives to transform the administrative machinery:
- Transition from ‘Rules-based’ to ‘Roles based’ HR Management, aligning work allocation with competencies.
- Calibration of Civil Service Positions to a Framework of Roles, Activities, and Competencies (FRACs).
- Collaboration with learning content creators, including public institutions, universities, startups, and experts.
- Establishment of a Capacity Building Commission for uniform management and regulation of the capacity building ecosystem.
- Creation of a shared training infrastructure ecosystem, encompassing learning materials, institutions, and personnel.
- Provision of opportunities for civil servants to enhance their Behavioral, Functional, and Domain Competencies through self-driven and mandated learning paths on the iGOT-Karmayogi platform.
Conclusion
Mission Karmayogi proposes a transformative shift in Civil Services’ capacity, emphasizing the organic connection between work culture transformation, strengthening public institutions, adopting modern technology, and building civil service capabilities to efficiently deliver services to citizens. The program’s oversight by the Prime Minister and a Public HR Council ensures strategic monitoring and guidance for its successful implementation.
