Deviating from the traditional policy of focusing on economic engagements, the partnership has significantly diversified to include a wide range of interests—including regional cooperation, maritime security, global climate, and UN reforms. The strategic consequences of a rising China in the Indo-Pacific is providing greater momentum to the India-Japan partnership. Both countries have shared a long-enduring strategic and economic partnership which got further elevated to a ‘Special Strategic and Global Partnership’ in 2014.
India and Japan’s Strong Contemporary Relationship:
Defence and security aspects:
- Due to growing convergence on strategic matters, its significance is growing from the common outlook on issues of peace, security, and stability of the Indo-Pacific Region.

- Japan ranks third among the major investors of India in FDI in sectors like automobile, telecommunications, electrical equipment, infrastructure development (Mumbai economic corridor, Bullet train, Delhi Metro), etc.

- Both countries have jointly organized a series of workshops to exchange information on policy and measures for disaster risk reduction and to enhance cooperation between Japan and India.

- Given the similarities and synergies between the goals and objectives of India’s AYUSHMAN Bharat Programme and Japan’s AHWIN, both sides have been consulting with each other to identify projects to build the narrative of AHWIN for AYUSHMAN Bharat.
Geopolitical: Both countries are democracies and have a value-oriented foreign policy (based on universal values like democracy, the rule of law, respect for human rights, etc.) gained traction, India has been accorded space in Japan’s value-based foreign-policy frameworks, including ‘Confluence of the Two Seas’, ‘Arc of Freedom and Prosperity, ‘Quadrilateral Initiative’ and subsequently Asia’s ‘Democratic Security Diamond’.
Significance of the Partnership for Asia:
- As partners in the new Asian era and with this new strategic orientation of their partnership, Japan and India, as two responsible and major players in Asia, and as nations sharing common values and principles, will expand their traditional bilateral cooperation to cooperation in Asia and beyond.
- With this new focus, Japan and India will be partners in peace, with a common interest in and complementary responsibility for promoting the security, stability, and prosperity of Asia as well as advancing international peace and equitable development.
- The renewed partnership between Japan and India will feature the following three layers of cooperation:
- Bilaterally, the two countries will further strengthen their cooperation and pursue an all-around and comprehensive development of bilateral relations with a particular and urgent focus on strengthening economic ties through full utilization of the existing and potential complementarities in their economies.
- Regionally, the two countries will strive to develop closer dialogue and collaboration to secure peace, stability, and prosperity in Asia, promote democracy and development, and explore a new architecture for closer regional cooperation in Asia.
- Globally, the two countries will strengthen cooperation in diverse areas such as environment, energy, disarmament, non-proliferation, and security, taking advantage of and further building on their strategic convergences.
Japan can prove to be a development multiplier in India. Japan and India are true partners on the global stage, closely collaborating in such areas as the SDGs, United Nations reform, including Security Council reform, global warming mitigation, and free and open multilateral trading systems. A strong India is in Japan’s interest, and a strong Japan is in India’s interest can further build strong relations and will be of great significance to both Asia and the world.
