The US has withdrawn the exemption it had earlier granted to the Chabahar Port project in Iran. For years, this project stayed outside sanctions because it allowed access to Afghanistan for humanitarian aid and trade. The exemption began in 2018 and was renewed once — but now under the Trump administration, it has been revoked.
For India, this isn’t a small development. Chabahar has always been more than an infrastructure project — it’s a long-term geopolitical anchor, a doorway to Central Asia, and a counter to routes controlled by Pakistan and China.

Why Chabahar Port Matters
1. Geography of the Persian Gulf & Gulf of Oman
The Persian Gulf is the world’s most sensitive oil-producing region. To access it, ships must pass through the Gulf of Oman and the Strait of Hormuz — one of the most strategic chokepoints on the planet.
Iran controls a major stretch of this region and operates two important ports here:
– Bandar Abbas (its largest and busiest port)
– Chabahar Port (an alternative port under development)
India has invested more than USD 8 billion in Chabahar since the early 2000s.
2. Chabahar: India’s Gateway to Central Asia
India can’t access Afghanistan or Central Asia through Pakistan because:
– PoK is under Pakistan + Chinese control (CPEC runs through it)
– Pakistan blocks overland Indian access
Chabahar solves this.
India planned:
– Chabahar → Zahedan Railway Line
– From Zahedan → Afghan cities like Zaranj, Delaram, Kandahar, Kabul
– Further west → Herat
– Further north → Turkmenistan, Uzbekistan, Tajikistan
This entire network would connect India to Central Asia’s resources (uranium, lithium, chromium, cobalt, rare earths).
This route is India’s alternative to China’s One Belt One Road (OBOR).
3. Why Iran Wants India in Chabahar
Iran isn’t helpless. It has resources, technology, and money. But India brings what Iran needs most:
global credibility + international legitimacy.
Because India invested in Chabahar, the US kept the port exempt from sanctions for years. Iran also wants development in its poor eastern province Sistan–Baluchestan, which borders Pakistan’s Baluchistan — a region troubled by militancy and smuggling.
India’s presence stabilizes the region and strengthens Iran’s economic ambitions.

4. The Economic Layer: Urea & Natural Gas
India depends heavily on imported urea and needs natural gas to produce it.
Iran is among the world’s largest natural gas holders.
India planned to use Chabahar to:
– build a urea plant
– import Iranian natural gas
– strengthen agriculture sustainability
This is another reason New Delhi cannot walk away from the project.
5. The Broader Connectivity Vision
Chabahar isn’t standalone. It connects to the International North–South Transport Corridor (INSTC) — a route linking India to
Iran → Azerbaijan → Russia → Europe.
This creates a land-sea route that bypasses the traditional Suez Canal pathway.
Chabahar gives India:
– Access to Central Asia
– Access to Europe
– A counter to China’s CPEC
– A strategic foothold in the Indo-Pacific
What Happens After Sanctions?
India now faces a difficult diplomatic puzzle:
– Continue investments and risk US pressure
– Pause investments and lose access to Central Asia
– Negotiate for a fresh waiver
Given how central Chabahar is to India’s long-term strategy, New Delhi is unlikely to step back. But the next few months will show how India balances Iran, the US, Russia, and China simultaneously.
